UPI Charges in India (2026): What Consumers and Merchants Actually Pay

An authoritative breakdown of UPI payment fees following the Ministry of Finance framework: why ordinary users pay ₹0 and how the 0.4% MDR affects commercial merchants.

Key Facts at a Glance

  • For Consumers: UPI payments remain 100% free of consumer surcharges or deductions across all legitimate transactions.
  • For Small Payments: Merchant transactions up to ₹2,000 carry zero MDR for both customer and retailer.
  • Above ₹2,000: Specified commercial merchant payments above ₹2,000 attract a standard 0.40% MDR paid by the merchant's acquirer.
  • Cap on Large Payments: For transactions of ₹75,000 and above, the maximum MDR is capped at ₹300 per transaction.
  • Essential Sectors: Utilities, municipal taxes, and education have a flat ₹5 MDR above ₹2,000.

The Fundamental Rule: Consumer Cost vs Merchant Cost

The most important distinction to understand about Indian digital payments is the difference between Consumer Cost and Merchant Discount Rate (MDR).

When you scan a QR code or pay via UPI:

  1. You (the consumer) pay the exact bill amount. There are no hidden processing fees, checkout surcharges, or convenience deductions. If the bill is ₹3,500, your bank account is debited exactly ₹3,500.
  2. The merchant/acquirer handles the MDR. For a ₹3,500 retail transaction, the 0.40% MDR amounts to ₹14.00, which is settled between the merchant's acquiring bank, the payment gateway, and the network.

Over 96% of Transactions Remain Completely Unaffected

Government transaction data indicates that approximately 96% of all Person-to-Merchant (P2M) transactions in India are below the ₹2,000 threshold. Everyday purchases at local kirana stores, chai stalls, pharmacies, and street vendors remain completely free of MDR.
